A screenshot is not enough to ban someone for blocking, As we can't really tell how long the person was in that specified spot or whether it was deliberate. I believe you typed "status" in console while recording the demo. It is known to break the demos if you type it and cause the game to crash.

To get some person banned, you would need to collect enough evidence for admins to work with, saying someone blocked you unfortunately is not enough to get someone banned. I would suggest recording a demo if you see anyone breaking the rules. Follow the link for a helpful guide to record a demo...
