Moving lights, moving objects etc, maybe you spawned in something that is stuck in an area and can't move, like a gun (any object really) that is constantly stuck/moving/falling. Even guns with animations (those you pickup on the ground with special effects, if that effect has moving lights...

Maybe there is some optimization that can be done here, there seems to be an animation/movement that reloads in a loop every 5 seconds causing quite a lot of bandwidth and cpu usage. If you run it solo and gets it down to 300-400 (maybe a bit lower) then the server should be able to keep up 66...
