The player didn't move at all during the demo so it's possible that he was afk, also !zstuck could have been used to get past him.

Well, he was doing it every round he could, so I made a demo. On this one he stood still, unfortunately, so it's not enough to prove it, but beside that here is another report regarding to the same player which was blocking the same spot on the same map a week ago. I guess that was intentionally this time also as this is not his first time, but decision stays on you
