From what I could've seen he moved away after some time, and I'd not consider that as a blocking, atleast not a major one but a minor, therefore I won't issue him any kind of punishment. Any other admin/SPA can take a look, and decide if it's worth the punishment or not.

The thing is that he was stuck and was not blocking on purpose. He even apologized a few moments later and typed that he is stuck which you can see by the chat in the demo, if you translate it of course (https://imgur.com/a/sURFjaM). Additionally nobody died because of his issue.
