Spectate Highest Rank Player

So I found this thing, I don't know if it's a bug or intentional, but if I go to the spectate menu on a surf server the Highest Ranked Player is never actually the one shown as the one you can spectate. I was ranked 83rd and someone else was ranked ~70th but it only gave me the option of watching someone ranked at #273 or something like that.

When it says highest rank player it goes off points and not time on a specific map, that might be why you saw someone you didn't expect to.
