Tier 4 mix server is broken?

The tier 4 mix server(158.69.57.87:35115) feels broken compared to the other servers. For example it doesent appear in the !hop menu, it also wont let you rtv if your the only person in the server all it says is "[SM] The minimal number of players required has not been met."

i'm wondering, does the admin team and the community want the servers with multiple maps to have RTV available with 1 or 2 players only too?

I don't believe this is a reason to necessarily say it's "broken".

I mean if it doesn't show up in the !hop menu it is broken in a sense right? Also I'm pretty sure you can rtv the other mix servers while only being 1 person, so why not this one.

In the past I can rtv by myself on other servers but I don't think I can on the T4 one.
