Note: You need a Jailbroken iDevice with iFile app from Cydia.
Step 1. Open iFile, and navigate to the directory of the file you want to set permissions to.

Step 2. Click on blue arrow pointing to right.
Step 3. Scroll down until you see Access Permissions menu.

Step 4. Tap to change permissions.
This is an example of what 777 permissions should look like.

Common permissions:
