the debt is fixed, say 1b, you print money which causes inflation and lowers the value of a dollar, so paying 1b tomorrow is "cheaper" than paying 1b today. So tl;dr: they borrow money, then print some to pay the debt at a cheaper "cost". silly but yeah.
