I have finally found the reason behind this. it was the local sourcebans sqlite database used as a queue for pending bans. it somehow got stuck in that queue and had to be manually removed!

I think this is something you have to adjust in your settings. if it's already set to the max, then it's probably the other person's issue. We can't control the volume on our end unfortunately
