Additional Information
He shot the block away from the train twice before the infections started (and players still tried to get up). I got a Screenshot of it the second time. He also got Mother-Zombie that round and as I was about to kill him he disconnected and rejoined immediately. He also got banned for rejoining before.

Hey Dominik screenshots are unfortunately not enough to punish someone for something like that. In addition, one can not recognize the other still want to climb the container. And on the third picture only that he reconnectet has not whether he was previously dead or alive. Have you perhaps made a demo?
 
No, I do not have a demo. I can't know whether he is going to shoot the block/rejoin and full-time Recording is not an option either.
I will make a bind for demo recording, so this will not be an issue in the future.
 
In that case it would be quite helpful if you use game DVR. It is a feature of xbox app in windows 10. What you can do is turn on the background recording and set it to time such as 30 seconds, so everytime you are playing you would have backup video of 30 seconds earlier. It wont save anything until you press the shortcut key you set to save the video file.
 
Game-DVR apparently causes performance issues in Source-Games. According to CS:GO-Forums having DVR enabled will cause both fps drops and input lags.
I'm not getting enough FPS already, so I just don't want to record all the time + I'm running a SSD-only Setup (256 + 960) and they say you shouldn't write too much onto them.

As mentioned, I'll just make a demo before I report someone in the future. Thanks for your advice anyways :)
