Why did you post this request a day after he said these things? Were you on the server when he said this stuff, or did you just pull it from his logs?

i was on the server and i was one of the guys he insulted.
reported yesterday cause i had no time to report on the same day.

Alright, well this isn't really a lot of insulting or too heavy (imo)... but, looking over his logs he doesn't seem like too pleasant a fellow, and he has many recent gags for insulting, so with that being said, I'm going to add another one to his list

i'm very busy lately, so is it a problem if you don't report someone, who breaks the rules, the same day?
and if i catch/record a rule breaker who totally kills my gameplay, mostly i don't even have the nerves to write a gag/ban request...

It isn't a problem, but you don't have your steamID linked to your forum account so I can't verify you were on the servers at the time of the insults by checking the logs because I don't have your ID. Usually, we do not issue gags for things picked out of peoples chat logs at random. I asked just to make sure you were there.
If you record a rulebreaker, don't be afraid to report them
