Since I was accepted for admin I don't have a shoutbox at the top of the home page for the forum. Is there something I need to enable in my settings for it to come back?

Its actually just not there. The only way to even see it is if I log out.

Oh i think i got the issue. I forgot to do something when i changed your forum group. Let me know if it works now.
