Hey Sauron Cat, a new account is usually seen as a new chance. This does not mean, that his banhistory starts from 0. If he breaks a rule with his new account, the ban length will be adjusted based on his previous bans with his other accounts. I cannot see that he changed his name.

Checked everything again and you are right. He rejoined with his second account 3 minutes after his ban and did the same again. So he got a ban on that account as well.
