Hey storm, I have checked the serverlogs for the given Time from you and Found the correct guy. I think you would mean Idan_B not Iban_B, so there is a mistake from your side ..
Anyway this is his stats-webpage: http://stats.elite-hunterz.info/hlstats.php?mode=playerinfo&player=5250 ... and I have not found any previous bans for his current steam-account.

Anyway we need a proof from you which is still missing. Please provide us one or more. And we will look about them then.
We can't ban him without any valid proof for the reason Teaming. Thats why we need a valid proof the best one is a demo.
