maybe you can provide a dropbox or Google drive link as we need a demo for blocking (.dem file shouldnt be larger than 2 MB to upload here).
Meanwhile I gagged him for a week as pretending to be an admin isnt allowed either. Unfotunately he already left the server so I cant ask an admin to have a look.

(I really appreciate that you took time to warn the player before reporting (Even several times).)
Standing in the same spot for ~2 mins and then going to the same exact spot next round to block people once again is sufficient enough for a ban IMO when he is clearly doing it to ruin peoples experience or enjoyment.
One more thing in case you didn't know: You can use the command "!zstuck" to walk through other players for a short amount of time if they are being annoying like this.
The other people that had trouble getting up didn't seem to know of it atleast so you could tell them if it should happen again if you would wanna help them.
I found it reasonable to issue a ban on 12 hours.
