Additional Information
The guy has been evading ban for a while and changing his name when an admin connects.

There's no choice for ban evasion, so I tried to choose the most appropriate one.

a new account is usually seen as a new chance. This does not mean, that his banhistory starts from 0.
If he breaks a rule with his new account, the ban length will be adjusted based on his previous bans with his other accounts.

I cannot see that he changed his name.

Why, it was enforced before that ? For the name change, it was temporary, he returns to his name when an admin isn't here.

It was enforced by me before, because he instantly rejoined with his second account after his ban.
