We only judge based on screenshots, not on chatlog via hlstats.
This is not enough for a gag in my opinion.

I didn't know that. Then if i insult someone once, this is not a rule braking. Very strange rules.

Gaggable offences:

1. Heavily Insulting/Swearing
2. Racism
3. Advertising (for other servers/communities)

Non-Gaggable offences:

1. Light insulting (noob, nap, lolly)
2. Light spamming (222222, omg, lucker)

I consider "pussy" a light insult. We tolerate those, because they mostly happen in the heat of the moment.
We still warn ingame to keep the chat clean. If they continue to insult/provoke they will be gagged.
