Yes, that message might be inappropriate but it's just a single message and I wouldn't even consider it a heavy insult. Considering that he has a total of 3 comm blocks (last one for similar reason was over two years ago) it's not worth a gag, a warning at best.
Also, I am not entirely sure why you say that it's connected with your other post, those are two different players. Reasons of reports are the same but it doesn't connect them in any way.
