While we can see that he did indeed shot that barricade, we can also see that after checking the room and noticing that there are no zombies insinde, just CT's, he went away without further disturbing CT's inside.
No CT died because of him, they weren't even close to dying as the only zombie around was sitting in the corner of the other room.

Considering that player WakeAwake has no bans on record, I'm not gonna take any action here.

There's a difference when someone intentionally shoots other people's barricades, with pure intention to either troll or teamkill with zombies around or without but here, I don't see anything like that.
