He didn't really do too much insulting, and when he did it wasn't very heavy. You make it sound like he was harassing this other person but I only see a few things said in their direction. This is not worthy of a gag, just a warning. However, with 24 gags he should know better and I'm sure the team will keep a keen eye on him for a while.

Let's have a look:

"ich fik dein kopf" mean "I fuck your head"
and with the rest summed up I think its worth a gag but at the end you decide.

ah I see. I was using translate and evidently it does not recognize "amk". I felt like there was something missing in the translate. A few of us discussed this request internally before coming to this conclusion, @Havoc recommended a warning

Er ist mir auch sehr beleidigend aufgefallen, nur war er logischerweise in der anwesenheit eines admins freundlich und eben nicht beleidigend
