As a long time player on EH servers I have seen lots of different play styles, all of which have had their own merits.
However, given that zombies respawn as humans when killed, playing as the former team has become tedious and discouraging, especially on maps such as cbble, fast, marble etc.
My suggestion is to introduce a projectile attack for zombies (scout, throwing knife whatever you want to call it). now before you laugh your asses off hear me out
mother zombies start with a scout with 1 bullet. If they kill a human with scout, the human stays in the same position and becomes a zombie

The human dies and respawns as a zombie
Let’s look at the pros and cons:
In terms of implementation feasibility, I have no clue and defer to the experienced css modders for their input.
I know that an infection nade exists for cs 1.6, but I feel that would be equally debilitating for hunters and campers.
The following variables can be experimented on until players are satisfied:
1. Number of zombies spawning with scout
2. Nbr of bullets in scout
3. Where humans end up when killed with a scout.
4. Could also add after x number of infections, zombies get 1 scout bullet

- encourages hunting ( mobile targets are harder to hs than stationary ).
- zombies can fight back on unbalanced maps, especially if campers give zombies a clear shot with scout.
- as long as humans apply pressure on zombies they will struggle to headshot a human.
- adds another element of skill to being a zm and also encourages zm gameplay
- zombies can go for rb 360 no scope kills
- Teaming makes it difficult for humans to win.
- campers risk more when camping in large groups. ( could be good or bad depending on who you are asking )
- can be problematic in maps where humans are only slightly favored.
