Using others' names is allowed and not punishable, unless that use is being exploited/abused, for example in the case the player who copied the name breaks rules or insults, which might hurt the other player's reputation or cause confusion among players.

In this case, the player whose name got copied has to complain himself to an admin or make a request.
The situation would be assessed and appropriate measures would be taken.

sounds like people can use whatever name they want aslong they dont break any rules!

Sure people can use any name as long as it conforms to the rules (like racism and not provocating/disrespecting/insulting other players!!!) or if an admin requests you to change it in case of a very exotic reason that isn't mentioned in the rules in detail.
