I dont think thats speedhack.

And next time please let us see the players name in the demo, else you could just find a clip of someone speedhacking and make a fake ban request

Hmm, i cant really say. Looks like he is lagging a lot, however not enough proof to ban him.
 
If people are lagging hard/have around 300 ping/low rates they sometimes tend to look like they're speedhacking. This might be the case here but I don't really know as I weren't there.
 
This looks like some heavy lagg to me and you can only see him moving about 20 seconds and the rest of the demo hes just standing.... so its difficult to say but looked like Lagg to me!

Nexttime i will record more and check his ping ans so on.
