I don't really see the "heavily insulting/swearing" part.
All I can see is him giving his somewhat vulgar opinion on a anime spray (just my guess, as your screenshot don't show to what or whom he said it), I can also see the sexual conversations but again, your screenshots don't provide enough to issue a ban/gag, warning in game at best if even.

As to his nicknames, screenshot from hlstats is not a valid proof.

I understand your perspective, but based on the evidence I have, I still believe that the behavior in question was still inappropriate. While the screenshots may not provide the full context, they do show instances of heavily insulting/swearing behavior and sexual conversations. Additionally, while the screenshot from hlstats may not be definitive proof, it does suggest a pattern of behavior that is concerning.
 
I can't punish anyone based on patterns and/or suggestions, I need a valid proof of an actuall rulebreaking.
