Hey Dataworm,
In my opinion this player should have received a light punishment, "on the spot". It is a new player, and maybe it did not read the rules yet? Also this kind of blockings can be avoided with using the command /zstuck.
Sometimes giving a warning in the chat like Stop Blocking "nickname" will work.
