hi, does the same happen over a VPN?
can you try opening a CMD window and issuing this command:

try with a vpn.
Also press the window key, type
cmd and then open the command prompt.then paste in that command

ok so it looks like you can ping the server just fine.
Are you using no-steam by any chance?
Can you try restarting your computer too? I don't see anything that should prevent you from connecting to our server.
I use steam, now I've downloaded another vpn, but there's a big ping.
before that, I played without VPN

I would definitely try to restart your pc, your modem and your router to see if that helps.
