Thats not a hack, cheat or a script. The reason why it looks like he's lagging is because that pillar in 4way is a bit weird, and you can kinda clinge to the side of it if you look in the right way, you will keep on falling a bit if you stop pressing any of the WASD keys.

This same thing has happend in another map, so It's not a lag script just an error in the maps or perhaps the game. They are killable if you just jump of the top and fall down to kill them.

As I remember, many CTs have tried this place, but its useless as they're killed pretty easily.

Since this havn't really caused a big issue before, I'd say its allowed. However we have a rule for not exploiting the maps(glitching) but I believe this place has never been covered cause once again they're very killable.
